Support direct slack notification for certain resources #105
Slacker should have a new feature assocated with 'sections' that allows for direct notification when Slacker encounters a new item of that type. This should be an optional feature when configuring a section, perhaps called notify: true. Another owners:[] should be definable there also (default to top level owners).
