Slacker should systemically ensure that there are good-first-issues on github-related projects #133

One of the goals of Slacker is to ensure that there are low-hanging fruit issues that newcomers can take on - without any intervention from another human being. Thus, it makes sense for Slacker to try to force maintainers to supply the project with steady streams of good-first-issue issues.

Proposal: Tie into the weekly project report notifications. Add # of good-first-issues as an item within that notification. Make there be big bold text in the notification when there are less than 3 good-first-issue items associated w/ the project.
