Add data from Uruguay #69

Apparently Uruguay has been in quarantine for 30 days (from feedback from, can't verify..).

Add data for Uruguay, if possible. It's on https://www.arcgis.com/apps/opsdashboard/index.html#/bda7594740fd40299423467b48e9ecf6 so limitation might be bed data.
