Various minor cleanups to config and README files

• Edited Vagrantfile to fix shell provision command so that it actually runs without hanging
• Edited docker-compose.yml to clean up a couple things; this will get rid of deprecation warning message
• Edited README file to remove references to node, and replace with django
• Added Dockerfile.dev for django app container; same as the production Dockerfile for now
