Django fixtures/initial data #662

Could be useful when setting up a new development environment to load some predefined test data.

I will strip some GDPR compliant fixtures from prod. @Gilgard When some fixtures from prod have been put in a branch, could you begin to add Loan items, users, watchlist shift slots etc. (More items will be added to this list)
