Investigate issues with NC boundaries #791

Description

This is an investigatory ticket to identify any potential issues with the most recent NC boundary data available on data.lacity.org. Any issues discovered should be documented here.

A site user informed us that the North Hollywood Northeast Neighborhood Council boundary on the map is incorrect. Our boundary data has Vanowen as the southern boundary of NoHo NE. The EmpowerLA council districts map and NoHo NE pdf map show the council extending south of Vanowen. See resources.

Action Items

[ ] Thoroughly search LA open data for more up-to-date NC boundary data.
[ ] Identify discrepant boundary lines between the LA data and the boundaries displayed here
[ ] Identify overlapping NCs
[ ] Read discussion here and see if identified issues still exist. Click "Discuss" in the righthand menu.
