Implement Decision Records for Architecture #785

Overview

In order to better document architecture decisions and reduce double work in the future, implement a Decision Records process in the HUU wiki that similar to what is used by the hackforla website team.

Action Items

[x] Reference hackforla website decision records wiki page and determine how to implement in HUU wiki
[x] Implement basic structure for Decision Record pages in the wiki

We will still need to identify past issues/discussions that should be turned into decision records, but for now we can at least start documenting new decisions
