If users are able to submit tips on artworks anonymously, how should that work?

Acceptance criteria

[x] Design button or text link of where "submit a tip" should go on artwork page
[x] Figure out interaction of submit a tip (go to a new page? or all just done through a popup?)
[x] New database model to store tips and accessible to view in admin
[x] Implement "submit a tip" feature

@jojoleung Colombene suggested using the multiple choice condition report element that's in the Adopt flow in the Submit A Tip flow. The reasoning is that an empty box is more daunting than multiple choices that provide language for what the user may be seeing. Thoughts?

Possible to have interstitial or new screen that thanks user for uploading condition report and image? We have copy in Joelle's InVision design (https://projects.invisionapp.com/d/#/console/11081866/256768632/preview) that reads: (header) Thanks a million! (body) Your tip has been submitted and is being reviewed by our team. Thanks again for your help! (CTA) Okay
