The Civic Opportunity Project will seek to provide a curated journey for Civic Tech volunteers. Our goal is to equip participants with the resources, exposure and toolsets to excel in a competitive workforce. The project will continuously iterate the experience process and ultimately exist as software that can be streamlined, scaled and replicated.

Your project seems to have a few things in common with an active Federal open source project called Open Opportunities. This isn't a recommendation to simply use that project (though it would be great if you could), but to give it some investigation and talk to some of the people involved. The project has a varied history and has changed ownership a couple of times, and they've probably learned a few things about attracting volunteers.

Do an initial surface investigation to find points of similarity
Talk to the OpenOpps team
Once Civic Opportunity is past the Discovery phase: investigate the OpenOpps codebase to see if/how it can be used. (I spent four years at 18F working on a range of open source projects, and came out more determined than ever to get people to reuse/improve existing software instead of starting from scratch.)
