Overview

While making smaller changes for #965 and #902 , content started tackling an overall redesign. Due the difference in priority for the smaller fixes and the redesign, the issues have been split.

have made updates based on Cheryl's previous iteration, updated record clearance to expungement, and have asked UXR for a check. Updates regard 2 places (why expungement matters AND partner with us).

About otherwise needs a hero banner, is being worked on in a separate issue. This part of the about page can be closed once UXR has a check
