Progress: In progress Estimated Time to Completion (ETC): August - September Blockers: Putting in icebox because 1-2 new PMs need to be onboarded in August and 1 PM (@amejiamesinas) offboarded at the end of June

Overview
A Team Charter is a collaborative document that clearly outlines project objectives. It establishes a shared vision for project success. It gets updated each time a team member joins or leaves, ensuring the input and buy-in of all team members. Creating one for our Expunge Assist team will ensure that we are all on the same page with specific and measurable goals that all team members are comfortable with.
