Overview

The instructions for developers and other contributors to the Food Oasis project needs to be improved.

Action Items

[x] Collect the */md files under a /doc folder
[x] Add explicit instructions for beginners to set up their development environment.
[x] Add instructions for how to create and work with a local development database.
[ ] Move release and hotfix procedures to separate document.
[ ] Add instructions for running a docker development environment.
[ ] Add instructions for deployment using docker.

@entrotech This is a very old issue. Is it still relevant/ needed? And if so, how would you recommend we proceed?
