Edit Obligation Workflow #212

As a user, once a new case is created, I want to input info for the obligation form, so that the participant's case can move forward to the next step.

The user will need to be able to:

[ ] Access the obligation form ONLY from the "new case" status box (it will not appear when on any other status)

I think the button should be aligned to the status drop down, but this is the idea! Thanks Ryan!
