Profile Design - Adding Citation design

As an attorney working on HEART When I add or edit a citation to include violations Then I want to be able to add/edit up to 4 violations So that I can send the correct records the the courts

Considerations

• auto suggested and completed codes with text
• how the long descriptive text describing the violation fits after the code (if possible)
• rendering the court code names
