We need to document the process to add new users in AWS and determine the correct user group.

[ ] Upload meeting recordings to the [Incubator - PII - Meeting Recording Drives folder].(https://drive.google.com/drive/folders/1pdI3TbPT5qiQbuKnvyAb0pN3OEL2zdyX?usp=drive_link)
[ ] Screenshot steps that a project lead or similar permission level would take to add a new user.
