User Story

As a user, I want a stepper, so I see my progress as I go through steps.

Description

The Compare Mode is not implemented with a stepper component. We need to use the stepper component from the UI library to align with the UX design.

Acceptance Criteria

[ ] The Compare Mode is using the stepper component.
