Create `compliance.yaml` workflow

Description

• Created the workflow file .github/workflows/compliance.yaml
• This workflow runs whenever a PR is opened, edited, synchronize(-d), reopened, and unassigned.
• The workflow retrieves the context.payload of the PR being submitted and searches for any of the nine linking keywords (incl. 'Resolves'), excludes the 'Example: Resolves #', and is case-insensitive
• A prComment is initialized without a value
• If a match is not found, a message is saved to prComment and the comment is added to the PR notifying the dev that a valid linked issue was not found.
• Otherwise, the automation retrieves the issue number and confirms it is valid.
• If the valid keyword and/or a valid issue number is not found, a comment is posted to the PR

Testing

• PRs and Logs are attached for five example situations:
  • Keyword misspelled: PR 33 Logs
  • Non-existent issue: PR 38 Logs
  • Valid Issue number: PR 39 Logs
  • No issue added: PR 40 Logs
  • Different keyword, valid issue: PR 41 Logs
