Overview

There's a few things to support developers in the team. These are urgently needed since they're basic things needed by developers that we haven't addressed. See PR #188 for original notes.

Action Items

Create the following issues
- [x] dockerize pre-commit so devs can use it without installing #199
- [x] documentation for rebasing before PR #191
[ ] Close this issue once all the issues created are done.
