I had to do this here since github stopped supporting creating new project boards associated with personal repos.

What changes did you make?

Updated the version of the create project card GHA

Why did you make the changes (we will use this info to test)?

The old version is using an API that GH no longer supports

The workflow also needed write permission to repo-board, which I added in another commit. It works again now.
