What changes did you make?

ignore github issue template files
set pre-commit.ci to run quarterly from weekly
update pre-commit plugins versions

Why did you make the changes (we will use this info to test)?

To fulfill requirements stated in the issue
the update plugins versions is already in a PR so might as well include it

How to test

Check the pre-commit checks section to see that mdformat is passing (it would've tried to apply fixes if the ignore doesn't work)
Check that .pre-commit-config.yaml has a ci: section and that autoupdate_schedule: quarterly is spelled correctly https://pre-commit.ci/#configuration-autoupdate_schedule
