Template for posting open roles on the team, related to Issue #310

Copied the code for the template for posting open roles across from HfLA Website repo
Created a PD Post Open Role issue template

Why did you make the changes (we will use this info to test)?

In the absence of a generic template?
So that PD has an issue template for posting open roles
