Implement a dialog for editing the Admin Notes from the My Projects Page, per design issue #1889

Action Items

[ ] Implement the editing dialog per the design issue.
[ ] Once finalized, add before and after images to the staging deck on this slide
[ ] get Stakeholder sign-off via the stakeholder meeting slide deck.
