Update template for HfLA GitHub Actions wiki pages

Overview

We need to add sections to the HfLA GitHub Actions wiki page template that document relevant labels, dependent packages, and test procedures.

Action Items

[ ] We are currently in the process of moving the old wiki to the new website-wiki repo, so we will not be making any changes or additions to the old wiki at this time. Thus, we will be adding wiki content through a different process now. Read How to Contribute to the Wiki
[ ] Using the instructions from How to Contribute to the Wiki, edit HfLA's GitHub Actions wiki page Changing the template that currently looks like this

I'm removing this from Prioritized backlog because as per discussion in the meeting, the template change should be incorporated into the new wiki. @vraer please advise, how should I modify this issue so that it is appropriate for you?
