Hot fix: Update `img Tag Refactor on Website` issue template #7659

Fixes #N/A because this is a hot fix for an issue template. ### What changes did you make? - I updated the CONTRIBUTING.md link in the "Prerequisite" section `img Tag Refactor on Website` issue template ### Why did you make the changes (we will use this info to test)? - I made the change because the link went to an out-of-date version of the CONTRIBUTING.md. ### Screenshots of Proposed Changes To The Website (if any, please do not include screenshots of code changes) - No visual changes to the `img Tag Refactor on Website` template or elsewhere.
