We will take a two-phase approach and speak with neighborhood councils for understanding of legal process.
Put together an agenda for Empower LA with all the questions we want to ask them (including but not limited to):

I reviewed the videos from the links above and read through the documentation. I produced a document that reads like If -> Then for a web-based platform that ours could be.

The team created preliminary questions for LA City Attorney. Questions should be further developed at next meeting.
I sent Bonnie an email with questions and issue number for further assistance with setting up a meeting.

Julien provided the answers on 8/6/21: Questions that we have for Legal at empower Q: Should comments on the website stay open to the end of public comment time at regular meetings? A: In the meeting: The comments are only appropriate during the time the chair says the item is open for public comment
Q: What part of the agenda are members allowed to discuss between meetings? None, but they can have a process to add items to the agenda (a folder, form, recommendations from committees, etc.) then the president or executive committee, will produce the agenda. Some NCs publish how they do the agenda setting so that people can ask for things to be added.
Q: What happens to agenda items that need to be changed last minute? For example, a presenter is unavailable or cancels close to meeting time. A: If the cancelation happens within 72 hour before the meeting, then it stays on the agenda and the motion is tabled until next meeting. If the cancelation happens before the 72 hour window, then they can republish the agenda.
