Add button to contact us on messenger with questions (see https://developers.facebook.com/docs/messenger-platform/discovery/customer-chat-plugin/).

Since design for new mchacks8 site isn't finalized, don't worry about the look too much - We likely won't be ready to merge this until design is finalized, then we will come back and make sure it fits seamlessly into our ui before merging.

You can look at the mchacks6 repo for hints on how to integrate the plugin since we used it that year.
