Need to Expose CAMA Sales Data #13

Context: The city of Akron has provided us with the COA Owned Parcel and Census Data data in the CSV file CAMASalesData.csv.

Idea: We should parse this data via a rake task and bring it into our application.

Steps Forward: This can be done in very much the same way that the initial ward data was parsed. I suggest that that process be mimic'd to achieve this goal.
