Why was relocation-model set to static for the native tests?

@farcaller @bgamari I'm merging this to get master green. If there is a major reason that the tests need static relocation let me know.

Based on 484a42c, that was to fix kcov, which is now broken anyway thanks to a bunch of other issues.
