Need Route53 entries for civic-201x services that point to load balancer #101

This issue is associated with issues #100 #99 and #96

Need to enable aliases in Route53 for the following subdomains to point to the Hacko load balancer.

civic-2017 service needs alias for 2017.civicpdx.org civic-2018 service needs alais for staging-2018.civicpdx.org

Created to two alias records for the subdomains needed for civic201x service (2017.civicpdx.org and staging-2018.civicpdx.org) so they are ready for end to end test when new services are established in hacko ECS
