Apply service.civicpdx.org sub-domain to ELB listener rules for 2017 services #118

These changes are needed to each service.yaml file for the 2017 services so that all the Load Balancer listener rules play nicely with the 2018 services and all paths to all services resolve properly. This should have been done last year, but was only implemented at the route53 (DNS) level which is not sufficient to use sub-domains at the load balancer level.

This issue can be closed once PR 22 has been merged.
