Patch in the Parameter Store changes to 2018 API repos #136

Every 2018 API repo will need the changes necessary to consume their AWS Parameter Store values:

[x] disaster-resilience-backend
[x] elections-2018-backend
[x] housing-2018
[x] neighborhoods-2018
[x] transportation-systems-backend-2018

The patch should include these changes: https://github.com/hackoregon/housing-2018/pull/27

Since elections hasn't even started, I'm going to assume that they'll clone from the current backend-exemplar-2018 repo, and will be up to date automatically.
