Migrate civicpdx.org site from S3?

It appears that we're currently publishing the root http://civicpdx.org site from this S3 bucket: https://s3.console.aws.amazon.com/s3/buckets/civicpdx.org

As part of the cleanup of 2017 web sites (that were published via S3 when the civiclab router didn't materialize), this site should be migrated off S3 as well (and perhaps re-imagined as something other than the homepage for the 2017 front-end directory).

Once that's done, we would update the Route 53 A record for civicpdx.org to its new location from its current configuration at ALIAS s3-website-us-west-2.amazonaws.com.

This bucket has been removed:

• I ran aws s3 cp s3://civicpdx.org civicpdx.org/ --recursive to download the bucket's contents
• I ran tar czf civicpdx.org-bucket.tar.gz civicpdx.org/ to archive the bucket's contents
• I uploaded the file to https://s3-us-west-2.amazonaws.com/hacko-devops/backups/deleted-buckets/civicpdx.org-bucket.tar.gz for safekeeping
