This repo is pretty much abandoned, or at least in a cryptic state that few if any others could effectively use.
Recommendation
Given this package is not currently among the many published in the civic packages collection, and has no active purpose, I recommend just deleting the repo.
If no one has the heart to do that, then at least publish a README that explains this is a legacy project, not currently used anywhere, and has questionable value to others since we don't really know how to integrate it into the civic platform.
