2019 project season - get the database content aligned #234

We're taking a new approach to databases in the 2019 season, using per-project RDS instances.

This means the docs that were perfectly current as of last year are no longer authoritative for the 2019 database layer, and need replacing.

Oops, looks like I had to do a local merge/rebase/whatever fixes "This branch has conflicts that must be resolved to resolve conflicts before continuing." Might end up pushing straight to master, sorry.

Edit: yep, looks like the instructions provided by Github are a bit less than foolproof. --Signed, the fool
