Jumpbox enhancements #235

  1. Add a directory to this repository for jumpbox scripts. The PostgreSQL upgrade script I wrote should live here for openers. So should the one I'm planning to write for the restores.
  2. Install git on the jumpbox so we can download the scripts and work on them.

OK - I have scripts now to upgrade the PostgreSQL client to 11, install the PostGIS 2.5 client for PostgreSQL 11 and install gdal 2.3, which has the ogr2ogr utility. They're sitting on the jumpbox now and I'll copy them over to S3 until we figure out where we want to put them in GitHub.
