Temporarily disable Travis deployment #1232

We want to be able to move quickly during this rapid iteration. We're not planning on making changes to the 2017, 2018, component-library, or 2019 disaster game which are all deployed through this Makefile using Travis CI.

This does run some tests, but not in the relevant packages.

Additionally this removes an unused canary package publishing workflow that is replaced in #1225.
