We have a minimal API stack as of this commit.

We now need to Dockerize it.

Minimum acceptance criteria:

will return API response (e.g. /OCRB) on OSX/Linux development boxes running native Docker
will return API response (e.g. /OCRB) on OSX/Windows systems running Docker Toolkit

This work is not explicitly dependent on building the container image in a Travis environment, which is a separate issue.

I have tested, and Ted had confirmed, that the container is working.
