Dockerize existing API development environments #8

There are Hack Oregon projects which we're told have already begun building a development environment (e.g. in Vagrant or similar) for API development by Django developers.

It would be wonderful for us to contact the leads for these teams and offer to assist them in further automating their dev environments, including dockerizing their work to make maintenance and extensibility easier.

Two likely contacts for these efforts are Zak Kent (Homelessness) and Mark Wheeler.

It appears that by this point we have addressed this for all backend teams, and more besides.
