The three visualizations of the budget breakdowns are using the 'current year' selector:
Budget by Service Area
Bureau Budgets within Service Areas
Program Budgets within Bureaus
However, when I select a different year among FY2006 through FY2015, the data in those visualizations doesn't seem to change.
