Two of the Budget cards display default data but don't seem to change the displayed data when the user makes a selection from the drop-down list.
e.g. for the Program Budgets within Bureaus card, it appears to default to the Portland Fire & Rescue value in the drop-down list, and displays "Prevention" bubble for ~$169M. When I select Bureau of Development Services, the drop-down list still shows PF&R selection, and the data in the bubble visualization doesn't change (e.g. it still shows the Prevention bubble).
