Adding user stories below - please comment on what we should, and should NOT be doing.

The biggest priorities for me:

User Story: As a member of the Joint Office of Homelessness, I want to be able to upload the 2017 PIT data to update the API's, and the site.
- Tasks: Finish existing cards - kill bugs, clean up
- Add onboarding card.

@meganmckissack could you update this with the general timeframe/roadmap info when that's available?

We're already tracking this by way of the Github project, and some of what's here is already out of date, so killing this one...
