How will the Joint Office of Homelessness update the API's? #56

Hey Zak, you came up with a process that would allow the city to push 2017 PIT data to the project. Could you document that/link to the documentation here?

We're still concerned about having the city push the data automatically, in case it doesn't line up with the current cards. Because of this, we're going to ask them to provide the data and update the APIs manually.

I'm going to email the city and ask for the data as a CSV. We'll update the current API manually, and leave it to the next folks to build a service that will allow integration (you've probably already though of this, but this would be a great project for the next iteration of Civic @meganmckissack)
