Crash API environmental variables

We will want to handle any environmental config variables through an env file, allowing developers to configure easily to their local host machines

• [x] create env.sh
• [x] add to .gitignore
• [ ] use standardized project name see: https://github.com/hackoregon/civic-devops/issues/1
• [x] allow for multiple environments (dev/debug, travis, prod ..?)
• [x] allow for any db creds
• [x] what docker related creds?
• [x] django secret
• [x] connect to the docker-compose file
• [ ] strategy to distribute any creds among devs
• [x] document setup
• [x] connect debug variable to debug in django settings.py
• [x] other variables in the settings.py?
