Define Process for escalating issues to our DevOps team #7

DevOps issues are going to be submitted to the Github issues on the central devops repo.

To allow the team to be effective as possible we should talk about our team process for bringing concerns before them and providing good information/test cases.

If someone is interested in learning more about ops/aws, it might be useful to have some as a liaison, helping to flesh out tickets we pass along.
