Dump contains Linux-specific LOCALE info; won't restore on Windows EnterpriseDB PostgreSQL #1

Windows has different defaults for some locale variables than Debian Linux does. The dumps need to not contain locale settings - those should be defined at restore time.

This is also a problem with the crash data ingestion process.

Best fix is to defer database creation to restore-time - eliminate it from the dump process.
