Allow for browserhax for older firmwares #1032

I recently converted an old reinand 3ds with sysnand 9.2 to a9lh, unfortunately I was presented with the issue of soundhax not working for whatever reason. It kept dumping me back to the home menu no matter how many times I tried so I just chalked it up to an issue with soundhax on 9.2.

So instead I opted to use the old browserhax method instead and sure enough, worked first try and I could continue following the guide without any issues.

While browserhax is indeed old and not compatible with more recent firmware, perhaps at least allow the option to use it as an alternative to soundhax for older firmwares. #
