Description

Breaking changes:

Make user download IOS from NUSD regardless of whether the console's Internet is working
- See commit message

Detailed changes:

Moved some large boilerplate info text into a dropdown in some cases
Try to inline some notices instead of posting at top
Move around intro notices so that non-notice text isn't squashed in the middle
Remove some unnecessary text
Don't hint at LetterBomb when Wilbrand isn't working

We could use some more "hide in infobox" for a lot of these introductory texts; I didn't go through all the pages (maybe I will at some point.)
