Give examples of what NOT to do, and examples of spam commits that aren't helping anyone.

Potentially include the warning:

From 2020, if a user makes 2 pull requests that get assigned a label with the word spam or invalid in it, the contributor will be banned from Hacktoberfest indefinitely, including future events.

This could potentially be named "Hacktoberfest Quality Standards" as well
