Removed the duplicated line #28

Removed the duplicate lines from the index.md folder and added the link referring to the goodfirstissue website for noobies.

Right now, this HOWTO does have a fair bit of information duplicated between _index.md and howto.md. The best way to resolve this is probably to change how the information is organized, not just updating a few lines like this.

I was looking for something more like what was merged in #29 .

However, there will still be more opportunities for changes on this site.
