Describe the issue

After upgrade Home assistant core from 2023.7.1 to 2023.9.2 Hacs Integration won't start. 2023-09-15 20:35:20.460 ERROR (MainThread) [homeassistant.setup] Setup failed for hacs: Integration not found.

same applies to all custom integrations installed through HACS.

reverting back to 2023.7.1 fixes the issue

Getting diagnostics logs is not possible since HACS won't load

Try reinstalling or removing HACS.

You no longer have HACS under custom_components folder. Reinstall it to get it working.

If they really are there you have permission or other issues with your home assistant. This is not a HACS bug.
